The Incentive Structure

The San Bruno explosion and other pipeline accidents have led to a regulatory environment that favors replacement. Over 40 states have implemented programs that expedite pipeline replacement projects, assuming the perpetual existence of the natural gas distribution system. However, with electrification gaining traction, this assumption is becoming increasingly questionable.
The Challenge of Retiring and Electrifying
The case of PG&E's proposal to electrify campus housing at CSU Monterey Bay highlights the challenges of retiring and electrifying. Despite the potential benefits, tenant objections, complex logistics, and regulatory hurdles made the process lengthy and ultimately unsuccessful.
